If your retainer was an hourly retainer (which I am sure that it was) then yes, he can charge you for any legitimate work that he or she has done on your case.  If he or she had to spend time to withdraw the matter (filing a stipulation of discontinuance or whatever he or she had to do) then yes, you can be charged.  If you have concerns about your bill then speak with the attorney directly.  You have a right to question the charges for their accuracy so do not be afraid to ask.  It is a perfectly normal reaction to a legal bill and again, you have a right to onquire.  Good luck.
