Credit cards are usually regulated by the Federal Reserve Bank.  I would start there if you want to complain.  There address and contact info is as follows:

Federal Reserve Consumer Help
PO Box 1200
Minneapolis, MN 55480
888-851-1920 (Phone)
877-766-8533 (TTY)
877-888-2520 (Fax)
But you need to send that cease and desist letter.  If a collection agency is calling and you got a letter with an address to send payment, use that address (or ask them for the address next time they call) and send a letter telling them to stop calling you at your place of employment as your employer does not allow personal calls and you are jeopardizing your job.  You can send the same letter to Chase about your work at whatever addresses you have. Send them by certified mail if you can. Good luck.
