I am a lawyer in CT and practice in this area of the law.  If neither of you have liability insurance, which is odd (you should have insurance for this purpose where a person hits you and hs no coverage).  However, I suggest that you file an action in small claims court if you know who the driver is.  If you do not and do not have insurance where you can seek uninsured money, then you have no recourse.
