It may be illegal race-based discrimination: it's not that the law says that minorities only may not be discriminated against, it's that no employee may be treated differently due to his or her race--which is what happened here. It would be worthwhile for the white employee to contact the federal EEOC or the state's equal/civil rights agency, to look into filing a complaint.
