My program director is telling the teachers to enroll students, without their knowledge, in a work assistance program. The information is sensitive, including SSN’s.

You are not legally allowed to use your student's social security numbers without their knowledge to enroll them in work programs if they are adults. If the students are minors (under the age of 18), you cannot use their social security numbers to enroll them in work programs with their permission. You need to get the permission of each of their parents in such a situation.
