Why was I required to give a town code enforcer my ID or face arrest?

Town code enforcer comes to business where I am a manager. He informed me that the signs were in violation and asked me for my driver’s license. I told him I would rather not produce it. He said that if I didn’t produce it he’d have me arrested. He the called the police and the officer said to give the code enforcer my driver’s license. I asked the officer what crime I was commiting or was being investigated? He placed me under arrest for failure to identify.

Under the laws of all states in this country an individual is required to provide law enforcement upon proper request his or her identification papers such as a driver's license or a United States passport. If the person refuses without just cause, law enforcement is authorized to arrest that person and take him or her into custody as in your case.
