It can be; it depends.  You didn't give much by way of details.  It can make a difference.  Generally, however, the police in the jurisdiction where the airport is located with handle a matter such as this.  The penalty in Texas for possession of drug paraphernalia is a fine up to $500.00 (assuming this is a first offense).   If for some reason this was treated as a federal offense there would be a fine and up to 3 years in prison.  If you are under 18 the penalty changes, again depending on the circumstances.
