If do you mean does the car rental agency have insurance on their cars the answer is yes, I am fairly certain no state would allow them to operate with out it.  What may happen is that if you have an accident and are found "at fault" and do not have any insurance of your own they may try and come after you for the damage.  It depends on how the rental contract is written and how much coverage comes with the rental itself (with out the extra).  Contact your state DEpartment of Insurance and ask them the questions that pertain to your situation.
