Reports that are generated by law enforcement in conjunction with a criminal investigation that does not result in the filing of criminal charges against a person are not public records and are not readily available to anyone. If a person wishes a copy of such an investigative report, a subpoena issued in conjunction with a civil lawsuit seeking such reports will need to be issued.

Conflicting witness statements are handled the same way as police reports when there is no criminal action filed. Such statements are part of an internal investigation and are not readily available to the public.
