Are parking lots considered common elements in condominiums?
If so, is snow removal required maintenance.

Parking lots in general are usually considered common areas for condo owners. This is because it is shared in most areas as ingress and egress and each person does not have sole control over the entirety. So usually snow removal and maintenance is covered by the HOA fees you pay monthly or quarterly to the association. If snow removal is an issue wherein owners are being told they are each responsible for their portion of the parking lot, bring it up in a meeting that this will be a nightmare because a) where is the removed snow placed (usually on someone else's spot) and b) who is covering the expense of the equipment used to remove snow? These are items that should be addressed as a ballot item on the HOA agenda for the next meeting.
