Are non competes legal in Pennsylvania for services providers?

I am currently looking for another job as a receptionist /massage therapist. It’s 3
miles from my current place of work. I signed a non compete 15 years ago.

Yes, a noncompete is legal for *any* employee, regardess of what their job title, duties, or responsibilities were--so even for service(s) providers. The current employer can enforce the plain terms of the non-competition agreement (but only its terms; they can't go beyond what the agreement says) against you.
