Would disussing the particulars of a pending case with someone not involved in he case be unethical on the part of the DA and constitute grounds for dismissal of the charges?
An arrest has been made. The accused is awaiting a preliminary hearing. The DA has discussed the case with a neighbor of the accused and this neighbor informed relatives of the accused of these discussions.

While the conduct is unprofessional on behalf of the DA it is not likely to result in a dismissal of criminal charges. If you have not done so already I suggest you contact a criminal defense attorney in your area.
