First, why do you assume you can "back out of a home purchase"? If there is a contract of sale for the home, you can only "back out of" buying the home if the contract itself, by its plain terms, gives you that right. If there is no provision in the contract allowing you out of the contract, you are obligated to it and must go through with the purchase.
IF you are allowed to get out of the purchase, then you would not have to pay for repairs which the owner chose to make, even if he/she chose to make them in hopes you would purchase the home.
