AmI responsible for HOA fees for prior years thatI did not even own the property?

Did I buy the past due bill too?

You are NOT responsible for HOA fees when you did NOT own the property.  The HOA should collect those past due fees from the previous owner. You might be receiving those bills due to a clerical error.
