Am I legally able to leave if my mother kicks me out at 17?
I am 17 years old. My mother keeps telling me to get out but when I try she threatens to call the cops and report me as a runaway?

I am not trying to minimize your situation and I am sure that it is quite upsetting and unnerving. Is there an adult friend or family member that has some influence on your Mother? Is the situation determental to you or is it just that you and Mom clash? It is equally hard for her to have another adult female living in the house as it is for you to make the change to adulthood. And it seems to me that she is saying things that she really does not mean either out of frustration or anger (if she really wanted you to go she would not threaten to call the cops). So go and get help from some one you trust. Good luck.
