Yes, you are. Your former landlord (not the new owner) is legally obligated to return your security deposit to you. However, since their property went into foreclosure they are obviously having money problems, so as a practical matter you may have trouble getting paid. That having been said, you can sue them for it if need be in small claims court and obtain a judgment. Possibly then you can attach then their wages or bank accounts to get the monies owed you.
