Am I entitled to a full refund if a hotel checks me into a dirty hotel and although housekeeping claimed she would clean it, she never did?

Plus, I was unable to check into another room because all the rooms were booked and I was told I would have to wait until guest services arrived in the morning before I could get my money back. If I stayed in the room overnight, should I still be entitled to my money back?

No, if you stayed in the room overnight, you are not entitled to a refund--by choosing to stay in the room, you accepted them in the condition they were in. You could certainly complain to the hotel or chain and see if they will voluntarily give you some compensation, but have no way to legally force them to do so.
