What to do if after moving out of a house I was renting, the landlord is billing me for thousands of dollars in “repairs”?

Can they just charge whatever they want for things like labor? They want to replace the carpet and repaint, etc. and they are charging me for lost rent while making repairs.

I suggest that you consult with a landlord tenant attorney about the claims against you. First, the landlord can only charge you for items caused by you beyond normal wear and tear. What you have written about seems as though such charges would be the landlord's as part of the costs of doing business.
