If the wall was built for owner 1, then it is later found to be defective by owner 2, the contractor has no liability or responsibility to owner 2: owner 2 did not hire or contract with the contractor, and there is no relationship between or duty to owner 2. Owner 2 cannot hold the contractor responsible, force them to repair, or get compensation from them.
