Who is entitle to my late father’s estate?
My father left my stepmother some property in his Will. However, she passed away before his Will was finalized. My stepmother did not have a Will. Does my stepsister, who was not adopted, have any rights to
my father’s estate?

If your stepmother passed away after your father, then she was entitled to her inheritance--whatever he left her. It doesn't matter if she passed away before the will was finalized: all that matters is that she passed away after him. Passing away after him, she is entitled to her inheritance; that in turn means that it will do to whomever inherits from her, presumably her stepdaughter (your stepsister).
