Is a property owner responsible if their vacant rental house had a trampoline that was blown by high winds and damaged a portion of my roof and my gutter?

I spoke to the homeowner and he did not want to call his insurance because it will raise his cost. Is the homeowner responsible for the repair of my home?

Sounds like he was careless in leaving the trampoline out without securing it. I think he should reimburse you. You my have to sue. If you have homeowners insurance, you can make a claim.
