If a sibling went behind our backs and had our father make him executor of his estate, is he allowed to make all the decisions without our input?

The house was gifted to all 4 children in a previous Will. When selling the house, do we have any input on the work done on it, the price it sells for, etc?

May I ask: is your Father still alive or did he pass?  If he in any way unduly influenced your Father to change his Will then you need to challenge the Will when it is offered for Probate. There are time constraints involved in this though. An executor has great power in administering the estate.  He can not do anything to in any way dissipate the estate or in any way devalue the asset.  But generally he will have the final say.  Good luck.
