What to do if a relative was pulled over while on a bicycle without a reason and was arrested for possesion?

They did not include one in their report to the court. They searched him and found a pipe. They arrested then charged him with possession of drug paraphenalia, even though when they tested it for drugs on site it came up negative. Without justification for pulling him over doesn’t that then make the search and seizure illegal? And how can they charge someone with drug paraphenalia when it came up negative?
