If a person from Finland owes me $5000, how to do get my money back?

He is not responding to my emails. I have the details of the transfers that I made, as well the responses from him of recieving the money. It’s been more than a year now. Can I file a case against him here in the US?

You should be able to sue him in the United States, such as in the state in which the loan or contract was made. However, be aware that  even if you can do so and, presumably win, getting the money can be VERY difficult. You would have to get a Finish court to enforce the judgment for you, according to Finish law. As a practical matter, that will  involve hiring a Finish attorney, which can be expensive, and there's still no guarantee you'd suceed.
