If a lady at the park randomly pet my dog and got bitten, are we really at fault?

She never asked our permission and didn’t even let the dog sniff her first. My dog is weary of strangers and we keep him on a short leash on walks (3 feet or less). We’re doing everything we can as in offering to pay her medical bills since it was our dog that bit her. But we’re worried if she can file a claim on us. I know there’s a strict bite policy in california but she didn’t take the basic precautions to keep herself safe. My school taught me to never approach a dog without permission or without letting the dog sniff you first.she did neither of these.

You are responsible for any damages your dog causes.  However, all you are responsible for are her bills associated with the bite.  If you are already offering to cover her medical bills, this would be all you have to do.  She is not entitled to anything more.
