The UPS package which was, as charged by the Police Dept, stolen as an act of mail larceny. Is the co-op responsible for the items, as well as damages for suffering and pain? The meds are irreplaceable due to pharmaceutical protocol.

No, the Co-Op is almost certainly not liable: absent very special circumstances, where you can essentially show that committing the crime was part of the employee's job, an employer is not liable or responsible for the criminal acts of its employees, since those acts are outside what the employee was hired/paid to do. You could certainly sue the clerk him/herself, however.
