Now he has started places stickers on the fence on our side that say keep off fence and no trespassing because our dog runs along the fence line on our side when his dog runs along the fence line on his side.

If the fence is on the neighbor's property, they may put any stickers, signs, images, warnings, etc. they'd like on it, other than those that are pornographic, defamatory, or otherwise illegal, such as terroristic threats. If the fence is on your property, not their property, speak with a real estate attorney: you may be able to make neighbor move it.
