If I got a call from an arbitrator about an unpaid payday loan and they said that they will contact my HR department and serve me papers, can they do that?
They also said that they would get my license suspended.

First, no real arbitrator would be calling you about the pay day loan. An arbitrator by definition is to be fair and impartial. What you received was a call by a representative of a debt collection company that violated federal and state law as to the threats made to you about getting your driver's license suspended and contacting your human resources department at work. I suggest that you consult with an attorney who practices in the area of consumer law.
