Depending upon the circumstances, an employer can offer paid insurance benefits to spouses of an employee as a form of additional compensation or as a bonus to one particular employee and not to those dependents of another employee.
In such a situation, there is nothing improper about what you have written. However, if the employee/employer manual mentions benefits for dependents of employees, the benefits must be equally provided.
