It is not clear why you would want to take legal action over what the employer told unemployment. Being laid off means that you are eligible for--that is, you can receive--unemployment benefits; your boss telling unemployment that you were laid off helps you. Since it helps you, you do not have a cause of action for this: you can only potentially sue when you lose money or are harmed in some way.
As for being terminated in the first place: unless you had a written employment contract which guaranteed your job, you were an "employee at will" and could be terminated at any time for any reason. Your employer could fire you if he wanted if you did not have a contract preventing termination; and if the employer could terminate you, there is no cause of action for wrongful termination.
