No, it is not against the law IF having outside employment (working for someone else) is part of the terms of probation. Probation is independent from the usual employment law and can set restrictions on employment (e.g. no working in a bar or gunshop) that do not apply to those not on probation, but the probation officer cannot act beyond his authority: he can only enforce the terms of the probation.
