Shouldn’t they be responsible to carry their own insurance?

If you hire a person as an employee to work on your property and he or she gets hurt and you do not have a worker's compensation policy in effect, you are responsible for the injuries. If the person hired is an independent contractor then you are not. I suggest that before hiring anyone to do work on your property you consult with your home owner's insurance representative.
